To monitor the implementation of key measures listed in the AEC Blueprint, the ASEAN Secretariat has developed the ASEAN Economic Community (AEC) Scorecard. The ASEAN Integration Monitoring Office (AIMO), a unit attached to the Office of the Deputy Secretary-General for the ASEAN Economic Community, monitors the Scorecard and regularly produces reports and presentations for ASEAN bodies and officials.
More specifically, the scorecard monitors the implementation and compliance of each ASEAN Member State of measures that contribute to building the four pillars of the AEC Blueprint, namely: single market and production base, competitive regional economy, equitable economic development, and global ASEAN. The implementation rate for the AEC Scorecard is calculated through a simple method (“yes” for full implementation; and “no” otherwise). A Scorecard measure is considered fully implemented only when all relevant ASEAN Member States have implemented the said measure or all activities under the said measure are fully implemented.
Milestones are monitored in four biennial phases (2008-2009; 2010-2011; 2012-2013; and 2014-2015). ASEAN sectoral bodies provide periodic updates on the implementation status of deliverables listed under each phase of the AEC Scorecard. AIMO has published a comprehensive report that covers the implementation progress of the first 2 phases while the next report will be released in 2015.
The ASEAN Secretariat is currently working on developing a framework and tools to enhance AEC monitoring. Apart from compliance-monitoring, Post-2015 AEC monitoring would be strengthened with outcomes and impact evaluation, and would include stronger strategies for AEC public outreach.
