ASEAN-US digital link could cut trade costs

The proposal could lower transaction costs but would not remove tariff and regulatory risks.

Singapore is exploring an ASEAN-US digital trade link that could reduce cross-border transaction costs for companies operating across Southeast Asia and the US.

Dr Jayant Menon, Visiting Senior Fellow with ISEAS – Yusof Ishak Institute, said the ASEAN Single Window already cuts intra-ASEAN trade costs by an estimated 8% to 10%. A US connection could reduce costs by another 5% to 12%, he said, giving companies a stronger incentive to digitise trade documentation and streamline cross-border processes.

“This link is unlikely to change U.S. trade policy, which is highly mercantilistic and protectionist right now. But it can reduce trade costs through trade facilitation, which is clearly win-win,” Menon said.

The proposal remains at an early stage. Menon said a full US partnership in the ASEAN Single Window is unlikely, although pilot testing could be possible.

Regulatory alignment and data sovereignty are the main implementation hurdles. ASEAN economies operate under different legal systems and rules governing how data is transmitted and stored, whilst adding the US would increase that complexity.

For businesses, the commercial value will depend on whether the system is easy to use and works consistently across participating markets, particularly for small and medium-sized enterprises.

“It’s only as good as its weakest link,” Menon said.

He said less-developed ASEAN economies and Timor-Leste may need additional support to participate effectively.

Another key test is whether the system improves rules-of-origin monitoring and reduces transshipment concerns.

Stronger traceability could help companies demonstrate product origin more clearly and potentially reduce exposure to transshipment-related tariffs, whilst lower internal trade costs could also support supply-chain diversification across ASEAN.
