India’s anti-dumping shield on Asian aluminium foil to stay up through 2026

After Turkey’s move to guard its domestic aluminium foil industry from Chinese dumping, India has decided to extend the anti-dumping duty on aluminium foil imports from China, Indonesia, Malaysia and Thailand until December 15, 2026. The decision was passed as domestic producers like Hindalco Industries Limited and SRF Altech sought the continuation of the levy to safeguard local manufacturers from unfairly priced imports.  

The move aims to ensure that current trade protection measures remain active while the Directorate General of Trade Remedies (DGTR) under the Ministry of Commerce continues its Sunset Review investigation into imports of "aluminium foil 80 micron and below" originating in, or exported from, the four countries.

Through an amended Notification No. 51/2021-Customs (ADD), the Ministry of Finance confirmed that, irrespective of the provisions mentioned in the previous notification issued on September 16, 2021, the anti-dumping duty would be applicable till December 15, 2026.

The AD extension was implemented under Section 9A of the Customs Tariff Act, 1975, along with the Customs Tariff (Identification, Assessment and Collection of Anti-Dumping Duty on Dumped Articles and for Determination of Injury) Rules, 1995.

On April 28, DGTR conducted an oral hearing, allowing stakeholders and interested parties to present their views on the future of the measure. The concern for a probe was raised by the leading Indian aluminium manufacturers, such as Vedanta Limited, Hindalco, and Bharat Aluminium Company Limited, urging a review to finalise an extension to the duties for trade protection.

Following the meeting, the Government of India, through DGTR, had launched an anti-subsidy investigation on aluminium wire products from Malaysia.

The DGTR’s Sunset review was initiated on September 29, 2025, to determine whether the withdrawal of the existing duty could lead to the continuation or recurrence of dumping and injury to the domestic industry.

As the ongoing review makes headway, this extension of anti-dumping duty for aluminium foil covers the interim period until a final decision is made about the long-term continuation of the trade regulation.
