About 20 million tons of goods pass through the inland waterway between Vietnam and Cambodi

In order to create favorable conditions for transit and cross-border navigation activities on regulated waterways, in 2009, the Governments of Vietnam and Cambodia signed an Agreement on water transport between the two countries. This Agreement entered into force on January 1, 2011.

The Vietnam Inland Waterway Administration said that since the Vietnam – Cambodia Water Transport Agreement came into effect, the two countries have carried out procedures for nearly 78,000 turns of vehicles, more than 406,000 turns of crew members, and about 20 million tons of cargo. and about 1.3 million passengers passed.

Cargo through waterways between the two countries has been increasing in recent years, especially in the two years 2021 – 2022. Container cargo alone grows by an average of 20% per year.

Specifically, in 2021, it will reach nearly 350,000 TEUs and more than 800,000 tons of liquid and bulk cargo. In 2022, it will reach 417,696 TEUs and nearly 1 million tons of liquid and bulk cargo; 7,594 turns of means of transit, entry and exit; 35,766 crew members and 59,406 passengers. Particularly in the first two months of 2023, the volume of goods transported through this route reached over 150,000 tons. Accumulation in the two years 2021 – 2022 will reach approximately 20 million tons of goods.

According to the Department of Inland Waterways, the potential for freight transport between the two countries, especially goods in transit on the route stipulated by the Vietnam – Cambodia Water Transport Agreement, is still very large.

Citing a recent survey, the Department of Inland Waterways said that the demand for freight transport to/from Cambodia’s two ports of Phnom Penh and Sihanoukville, which are two gathering and transshipment points on the route stipulated by the Agreement, is increasing. High. For example, at Phnom Penh port, the LM17 container terminal has a capacity of 300,000 TEUs/year, but in fact, in 2021, there will be more than 321,000 TEUs of goods in transit to seaports in Ho Chi Minh City and Cai Mep – Thi Vai (Ba Ria – Vung Tau)…

According to the data of Phnom Penh port announced, quoted by the Department of Inland Waterways, in 2011, when the Vietnam – Cambodia Water Transport Agreement officially took effect, the volume of container cargo transited through Vietnam by transport route. waterway is 81,631 TEUs. After 10 years, the number of goods through the route has reached 321,066 TEUs in 2021, achieving a growth rate of nearly 400%, an average of 20% per year.

Similarly, for Sihanoukville port, from 2012 to now, the volume of goods through the port has grown by an average of 11.29%, reaching nearly 7 million tons; container cargo increased by 12.8% on average and reached over 730,000 TEUs in 2021. According to the Department of Inland Waterways, this is an advantage for ports in Cai Mep – Thi Vai area because now this area is a transshipment port. of goods exported from Cambodia to the United States.

Achieving positive results on the above-mentioned agreement route, according to the Department of Inland Waterways, is due to the efforts of both sides in proposing and implementing solutions to reduce customs procedures, customs clearance, reduce costs. fees, creating favorable conditions for transport enterprises.

In addition, Ho Chi Minh City has free to use the infrastructure of the city’s seaport border gate area for goods transported by watercraft on waterways according to the Agreement.

City Customs minimizes customs inspection of goods in transit; However, the inspection of goods still takes a long time. For example, at present, the authorities are still conducting manual inspection for most of the transit goods transported on the Agreement route; The working time of the authorities at the Vietnam border gate is during office hours, so it is not possible to release the goods quickly,…

Meanwhile, goods from Cambodia to the US, China, Korea, Japan, etc. have many other options such as transit through Thailand, overland to China and then to other countries.

Trade between the two countries Vietnam – Cambodia grew strongly, reaching over 10.57 billion USD in 2022, an increase of nearly 11% compared to 2021. Vietnam is currently Cambodia’s third largest trading partner, after China. China and the US and is Cambodia’s largest trading partner in ASEAN. Up to now, Vietnam has 205 valid investment projects in Cambodia with a total registered capital of 2.94 billion USD, ranking first in ASEAN and in the Top 5 countries with the largest direct investment in Cambodia.

At the Vietnam-Cambodia bilateral conference on May 10, the two sides discussed and agreed to remove a number of difficulties and problems related to the implementation of the Vietnam-Cambodia Water Transport Agreement as well as administrative reform and application of information technology to create favorable conditions for transport enterprises of the two countries on the Agreement route.
